WELCOME
ADDRESS BY GM(HR/Admn)
Smt.R.Radha, GM(HR/Admn),
welcomed the Chairman,Circle Council, official side Circle Council members
and Staff side Circle Council members for the 19th
Circle Council Meeting, which is the last meeting for the present tenure of the
Staff Side Union. She requested the
staff side Leader, Secretary and Members
to Co-operate with the
Administration in successful conduction of Council Meeting as well as BSNL growth.
After self introduction by
participants, CGM TN Circle & Chairman Circle Council, delivered his inauguration speech.
INAGURAL ADDRESS BY CHAIRMAN
The Chairman welcomed all the
official side and Staff side Members for the 19th Circle
council meeting and extending his New Year & Pongal Greetings also to all
the participants. The Chairman introduced Shri R.Ravi, PGM(Finance) New Member
Oficial Side and Shri. Mukesh Bhargava,
GM (L&B) New Officer to TN Circle, to the Council Meeting.
The Chairman was very glad to
inform the participants that appreciations have been received from Chairman
& Managing Director, BSNL for
positive MNP . He also intimated
that revenue also increased upto 2% in Tamilnadu Circle. Especially revenue increased in Madurai and
Nagercoil SSAs viz. 11 & 12%.
Hon’ble Minister for Communication & IT insisted TN Circle to
increase the revenue atleast upto 5% in all SSAs. Revenues are negative in Four SSAs namely
Trichy, Vellore, Puducherry and Coimbatore. These SSAs are instructed to increase the
revenue and all official side members
and staff side members are requested to strive together to get more
revenue for BSNL. The Chirman quoted the

ADDRESS BY LEADER, STAFF SIDE,
CIRCLE COUNCIL
Shri A.Chellapandian, Leader,
Staff Side thanked the Administration and Council Members for successful
completion of the Council meeting in this tenure. He stated that so many issues had been solved
in a successful manner in the previous Council meetings and decisions
have been taken to solve the problems in a successful manner. But the
main target of the Circle Council is the growth of BSNL and to protect the
welfare of lower grade employees . As Chairman
wished, staff side members have
extended their co-operation to BSNL management in all services and in achieving additional
Revenue . Madurai and Nagercoil
are in second position in revenue .
Telecom
Department have started its services 115
years back. At present due to one or other reason, to refuse or reduce the
benefits to the lower grade employees is regrettable and not acceptable.
All SSA Heads were invited and participated in
the previous Circle Council meeting .
But in this meeting SSA Heads have not been
invited.. Thanjavur SSA problems
were solved in the meeting itself due to
on the spot discussion with the GM
Thanjavur SSA, who was present for the meeting.
If all SSA heads are available in the Circle Council meeting, so many problems
can be solved by on spot discussion, which will give fruitful results also. Hence, he wished to register his grievance
before the council that management is not honouring the request of the Staff
Side and requested not to be allow it
happen next time.
Finally he requested the
Management to co-operate with them to solve the issue in the agenda items in a fruitful manner.
ADDRESS BY SECRETARY, STAFF SIDE,
CIRCLE COUNCIL
Shri. S.Chellappa, Secretary, Staff Side, thanked
and appreciated the Chairman, CGM and Team Captain of TN Circle for his
co-operation in solving their demands.
He stated that they are continuing as
Circle Council members
continuously from 2004 i.e. for the past eight years and he
assured that they will return as council members in the next tenure also, of
course sharing the seats with the other union.
He pointed out that this time there is difference of opinion between
the Management and Staff Side on one
issue. The SSA Heads are not called for
the 19th Circle Council Meeting, as agreed by the CGM.
He further stated that it is not
their intention to contradict the Staff Side but they deem
it a great insult that the SSA
Heads have not been invited.
In protest the Staff Side
Members, led by Secretary Staff Side
walked out of the Circle Council Meeting.
After talks by Secretary Staff
Side with the Staff Side members and assurance by Chairman Circle Council that all SSA Heads will be called for the next Circle Council meeting, all the
staff side members returned and attended the
circle council meeting.
Secretary, Staff Side once again
thanked the Circle Administration for their assurance and efforts on all
fronts.
19.1 REVIEW OF 18th
CIRCLE COUNCIL DECISIONS:-
18/1
Provision of SIM cards to TMs/RMs
Agenda
Corporate office issued order on
issuing free SIM cards to the field staff with free talk value of Rs.200/- per
month based on national council decision on 16/1/2012. BSNL is facing stiff
competition with private operators. To
motivate our employees and improve sales we request you to issue SIM cards for
all non-executives in Tamilnadu circle.
All the executives were provided with service SIM cards. Circle council may take a decision in this regard.
Decision:-
Chairman ruled that –
i) all TTAs will be provided with
Service Post Paid SIM with a free talk time of Rs.200/-p.m. with CUG within SSA
ii) Other non-executives will be
provided service post paid SIM Card with a
free talk time value of Rs.200/-pm in a phased manner.
iii) In
the first phase 30% of the non-executives will be identified by seniority by
Heads of SSAs

requested by the staff side member, case
re-opened.
Staff
side: Staff side members stated that Nagercoil SSA is not pursuing the
case. They explained their grievance of
identifying the seniority for provision of SIM Card in SSAs and also requested
to fix the time frame for issuing the SIM Cards.
CGM
ruled out that—
1.
Cadre-wise Seniority within SSA will be taken in to account for providing SIM
Cards.
2.
30% of the non-executives will be issued SIM Cards on or before 28th
Feb.2013 positively.
3.
All SSA heads will be conveyed this message

18/3 Vigilant monitoring of BSNL
Funds
All SSAs are engaging casual
labourer for various purposes such as housekeeping, security, cable
maintenance. As per the instruction of
Circle Office, EPF rules are being implemented and the BSNL administration is
reimbursing the employers share of EPF contribution (13.61%) through contractors. The contractors are furnishing EPF account
numbers of individual account.
Decision:
After detailed discussion,
Chairman ruled that all SSAs should follow the guidelines of EPF
Organization. Before passing the bill,
the passing authority must check the payment particulars regarding EPF
contribution furnished by the contractors along with the bill. Past cases, if any, may be taken up with the
EPF authorities by the concerned SSAs and be settled in a time bound manner.

As
requested by the staff side members, item re-opened for further discussion.
Staff side: Records for EPF contributions are not proper and
no proof available for EPF contribution in all SSAs including Circle Office.
Pucca proof is needed.
Official
side: Official side replied that 7 SSAs have already completed. Remaining
SSAs were issued instructions that next bills will be cleared only on
furnishing the EPF recovery particulars by contractors.
CGM
ruled that one higher officer should be nominated for EPF verification work and
the work will be done within a month.

18/4 Implementation of Customer
Delight Movement:
Agenda:
Corporate office have issued
instruction for the delight of the customers by
1.
Improving
landline services by reducing faults
2.
Improving
mobile signal coverage by proper maintenance of BTS
3.
Improving
services in Customer service centre
Necessary action may be taken to
implement the customer delights movement for retention of our subscribers.
Decision: Chairman ruled that BB Teams will
be formed wherever required to attend BB faults in late hours also.
Reply from official side
Based
on the Circle Council’s decision, instructions were issued to field units for creation of BB teams for
clearing faults in late hours also. The
instructions from Corporate Office have also been communicated to SSAs. Most of
the SSAs have taken necessary action like
formation of Broad Band Team, Cable Team etc for this purpose.
For
example CDL SSA has formed 4 BB teams to attend to BB faults. TR SSA has formed
two BB teams at SSA level and wherever required TTAs have been posted for this
purpose.
In all
SSAs, required staff are brought on duty to clear the faults even during
holidays and Sundays.

18/5.Proper education to the
officials while implementing major changes.
Agenda:-
Recently TRAI has given instruction on definition
of Vouchers, Top-up Voucher, and Special Tariff Voucher. It has been
implemented by the Tamil Nadu Circle from 1.4.2012. These new guidelines have
major changes in its present concept;
it needs more attention of staff and Officers in Consumer Mobility to
implement. Unfortunately no such initiatives have been taken from the Circle
office on proper education of employees, our sales channels and public. It has created frustration among the
subscribers and ultimately spoiled the Goodwill of BSNL. Even no major press
notice has been given and the
subscribers have not been properly advised and the management has not
dealt the case in a professional way
for smooth transition.

Decision
Chairman
ruled that a Video CD containing latest tariff details and procedure be made
and supplied to all SSAs every month by
GM (S&M-CFA). The SSA Heads
will in turn make copies of the same and distribute it to various CSCs/Units
for proper education to the concerned staff / Units. They should also ask the Officers to update
the staff under their control about the latest developments.

A CD
containing details about the tariff pertaining to various prepaid/postpaid
plans in GSM & CDMA segments, Special tariff vouchers currently available,
activation procedure, the facilities extended to customers in mobile services, etc. has been prepared and
sent to all SSA Heads for taking sufficient copies for the purpose of educating
staff especially those working at the front end and interacting with the
customers directly. Action taken report with feedback has also been requested
from SSAs. A separate training for CSC
Staff at RGMTTC is also planned.

19/2:-
Promotion to NE12 scale under NEPP
Agenda :- A new pay scale New NE-12 Pay Scale of Rs. 16390-33830/- for
Non Executives in Bharat Sanchar Nigam Limited. Letter No.-27-7/2008-TE-II
(Scale), Dated:-11-09-2012 was introduced as a part of Non Executive
Promotion Policy and the same was duly endorsed by Circle office for immediate
implementation in all SSAs. However it is noted that in so many SSAs the above
promotion has not been implemented. It is requested that the Circle
administration may issue a directive to effect the new pay scale within a time
frame.

19/4:-
Optimum utlisation of BSNL Own buildings.
Agenda :-
BSNL Corporate office is
continuously issuing orders for better utilization of BSNL own buildings and
vacant staff quarters and to vacate
rental building to curtail expenditure. Immediate Space audit is to be done throughout
the circle to find out unutilized space in our own building. A list of
departmental buildings and vacant quarters where sufficient space is available
throughout circle may be furnished to staff side Circle council.

19/5 Commissioning
of idle stores
Agenda:-
It is observed that lot of store
materials are lying idle in our stores throughout the circle for a long time.
For example engine alternators for BTS are lying idle in store and field in all
SSAs without commissioning. Immediate action is required to access all the
store materials lying idle beyond reasonable time. It is requested to utilize
stores, and make commission the equipments. A list of such stores above the value
of Rs. 10 000/- may be furnished to the staff side.

Engine Alternator:- 65 numbers of Engine Alternators
are unutilized against the total quantity ordered 1344 under phase V.1 GSM
expansion Project. The engine alternators were not installed due to owners
objections/space constraints/public agitation as reported by the concerned
SSAs, especially in dense urban areas.
These unutilized 65 numbers of DG sets will be installed under phase VII GSM
Expansion Project.

19/6:-.New
procedure for mobile NPC
Agenda:-
As per the instruction of DOT,
new procedure for mobile NPC has been started from 09.11.12. It may take more
than 4 days for activation of SIMs which are being sold through retailer
channel. And at present retailers are barred from selection of number through
CTOPUP SIM. Number booking facility may be given to retailers. A special task
force is to be formed till the stabilization of new procedure, to support
retailer channel. It is right time to take advantage over Private operators by
utilizing the HR strength of BSNL.
Reply from official side
As per DoT instructions the
Customer has to contact Call Centre on 1507 for tele-verification. Retailers
has to submit CAF to CSC. Only then the SIM of retailer will be activated.
Provisions are available for
selection of number through C-TOP UP SIM by retailers. The retailers can
reserve 25 numbers per day.

7:- Issue of post based promotion to Drivers
Promotion in the cadre of Drivers
to Special grade, Grade I, Grade II as on 31.03.2012 may be issued immediately.
Even though initial work has been initiated in the promotion work, work has not
been completed. It is requested that the
work may be completed and the order issued within a time limit.

APAR, Special Report and trade
test reports are called for from SSAs for DPC. The same is
being obtained from field units viz SSA / STR/ STP/ Chennai telephones.
DPC will be completed and order
will be issued by March – 2013.

Other Points
Discussed:-Shri
S.Chellappa, Secretary asked PCE(Civil) whether the Civil Wing, at Saidapet and
Electrical Wing at RGM TTC will be shifted to New Building at Greams Road. He replied that both the above office will be
shifted to New Building at Greams Road.
Secretary,
Staff side informed that STD facility barred in SE-DoT connections in Coonoor
etc. and requested not to bar the facility extended to the Retired Employees
connections.
CGM
replied that no instructions are issued to bar the facility and requested to
give specific cases for taking remedial action.
Rent
for Quarters:
Staff side members intimated that there is problem in recovery of rent for
staff quarters. Rent for staff quarters recovered as per Corporate Office
rulings for Retired employees. But
working employees, CO rules are not followed for the staff residing in staff
quarters, transferred to other station, but family residing in the Staff
Quarters. HRA in the new station is deducted
and rent for staff quarters at old station is recovered in Higher
rate. Staff side requested the
administration to look in to the matter and o the needful.
CGM
replied that this case will be taken as a separate issue and will be solved
after verification in detail.
CSC:- In CSCs, the clerical staff are dealing
with the Customers, verifying the ID, Proof of evidence, etc. in person
in the col.30,31 & 34. But signing
is to be done by the JTO/SDE, incharge
of the CSC. It is requested that either
the CSC clerical staff should be authorized to sign or CSC incharge should do
the above works and sign in the form.
