Outsourcing of the maintenance of passive infra - the AUAB demands the CMD BSNL to put it on hold, pending discussion with the AUAB.

A lot of queries are being raised by our comrades, with regards to the outsourcing of the maintenance of passive infra of mobile towers. BSNLEU and the AUAB is paying serious attention to this issue. In the meeting held with the CMD BSNL on 20.09.2018, the General Secretaries of BSNLEU, NFTE, SNEA and AIBSNLEA questioned the wisdom of BSNL Management to spend such a huge amount, for outsourcing the maintenance of BSNL mobile towers. The CMD BSNL replied that the maintenance of BSNL mobile towers will remain with the Company. Only the maintenance of passive infra, has been outsourced. This includes maintenance of power plants, installing new batteries, payment of electricity bills, purchasing of diesel, etc. The CMD BSNL also told that the Company would save Rs.100 crore per annum, through these outsourcing. The meeting of the AUAB, which took place on 08.10.2018, reviewed this issue thoroughly. The meeting observed the amount to be paid for this outsourcing is very huge, which does not commensurate with the quantum of works. It was decided that a detailed letter is to be written to the CMD BSNL, expressing the view of the AUAB, as to how spending such huge amount for the outsourcing is not justified. The meeting also decided to demand the CMD BSNL to put the outsourcing on hold, pending a discussion with the AUAB.

The AUAB resumes agitational programme - calls upon the employees to get ready for strike.

A meeting of the AUAB was held yesterday. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, BSNL MS, ATM and BSNL OA participated in the meeting. The meeting reviewed the progress in the implementation of the assurances given by the Hon’ble Minister of State for Communications. 

The meeting expressed it’s severe disappointment that even after the lapse of 8 months, the DoT has not prepared the Cabinet Note, to get relaxation to BSNL, from the affordability clause of the 3rd PRC. Further, the meeting also observed that, the DoT has not taken any action for the implementation of the other assurances given by the Hon’ble Minister of State for Communications, such as Pension Revision, Allotment of 4G spectrum to BSNL and Payment of Pension Contribution on the actual basic pay. The meeting came to the unanimous conclusion to resume the agitational programme, including that of strike. Therefore, the meeting called upon the employees to successfully organise the following programme of action, with the view to mobilise the employees for a strike action.

  1. Holding of press conferences at circle and district levels on 29-10-2018, and explaining the demands, especially the anti-BSNL and pro-private policies of the government.
  2. Dharna at all levels on 30-10-2018.
  3. Rallies at circle and districts levels on 14-11-2018.
  4. Mobilise the employees for further serious struggles, including strike, if the demands are not settled early.

CHQ calls upon the circle and district unions to immediately get into touch with the other unions and associations, and organise the above mentioned programme effectively. Through the above mentioned agitational programme, employees should be prepared for the strike action.

அடுத்த கூட்டம் 28.09.2018 அன்று நடைபெறும்.

New pay

iii) To avoid these discriminations, it is suggested that the minimums be revised by multiplying the old
minimums as per IDA 15% fitment formula for all pay scales.
iv) But with this IDA fitment formula, the minimums of NE-11 and NE-12 will be Rs 41260 and 41310. To
avoid conflict with E-1 pay scale minimum of Rs 40,000/-, these two minimums can be reduced to
39980/- and 39990/-.
With the above facts in view, it is submitted that the minimums can be as shown below:
NE-1=19590/- NE-7=27520/-
NE-2=19790/- NE-8=31610/-
NE-3=19950/- NE-9=34330/-
NE-4=20580/- NE-10=37620/-
NE-5=21970/- NE-11=39980/-

Span of the pay Scale
Revised E-1 pay scale has the span of 43 years. The same is requested to be extended for all NE pay scales to
avoid stagnation. There cannot be any justification to discriminate between the executive and non-executive in
this regard. Accordingly, the following pay scales are proposed:
It is requested to consider the above proposals and help in ending discrimination in the minimum pay of those at
the minimum in 2016 and those at the minimum in 2017, and also to avoid stagnation.
