Sub: - Requesting to reduce the qualifying service for applying transfer out of the SSA / Circle- reg.
Ref: - BSNL letter no.6-01/2007-Restg. dated 06-09-2007.
BSNL has implemented Transfer Policy for the Non- Executives, which was circulated vide letter cited under reference.
According to para 11 (a) of the said Transfer Policy, the request for transfer of a Non-Executive will be considered only
after the official completes 5 years of service in that SSA/circle. Experience of the implementation of the Transfer Policy
during the past 5 years, has shown that this conditionality is creating much hardship to the employees.
Non-Executives, especially the Direct Recruited TTAs, who are posted in faraway circles, are suffering much due to the
condition stipulated in para11 (a) of the Transfer Policy. In many cases, the aged parents of these officials are critically ill.
Still such officials cannot get transfer to their native circles before completion of the 5 year period. In the case of
unmarried women employees, the situation is worse. Since they are posted faraway from their families, finalization of
their marriage becomes impossible. This Union has come across a number of such cases during the past few years.
Hence, this issue needs to be revisited by the Management, with a humanitarian approach. We demand that the 5 year
condition, stipulated in para11 (a) of the Transfer Policy may reduced to 2 years, so as to give the much required relief to
the officials posted in far off circles. At present, BSNL is in the process of recruiting 2600 TTAs through the open market.
It is requested that after recruitment, these TTAs may be utilised to relieve those who have already completed 2 years of
service and who are badly in need of transfer to their home circles.
Since this is a burning staff problem, I request you to kindly look into it and to implement the proposal of the Union.
